The Tribes Of Africa
During the war between China, Russia, and the US, Sub-Saharan Africa was fighting its own war. After about twenty years and about 3 million casualties between all 52 different factions, they wrote The Treaty of Johannesburg, which stated that they would all be united under one flag for the rest of time.
In this treaty, they mapped out a way for each tribe to settle disputes between themselves, as well as a method of government that they could all be content with. In it, the Council publicly makes the laws of the land, appoints judges to the bench, and executes everything. By voting on it. No filibusters, just the argument in support and the argument against, and then a vote.
The culture there is very open about everything, but hates people who come from outside their border. As such, they built a wall against the Sahara Desert, and used people with weather based abilities to manipulate the desert border to prevent desertification.
After about 40 years, the government is going smoothly, but there seems to be something wrong with it. Something hidden, as if the Council of Elders is under the sway of a being not of this world. Domination is on the horizon, they’re already sending the hardier people in the military to Mecca to conquer the muslims.
